When the 20 Horse Tavern opened in 2004, the upscale restaurant in the heart of the city’s port area was hailed as a symbol of Camden’s revival. The crowd drawn then to the new saloon at 835 S. Second St., a space vacant for eight years after a former restaurant closed,
